With MLGW’s PowerPay, you are in control of when you pay for your electric, water, and gas! Instead of monthly bills, you pay as you go by adding to your account - at your convenience. As you use energy, your balance is reduced and MLGW reminds you when your balance is low. It’s that simple.

This flexibility allows you to better manage your budget and energy usage. You can make smaller payments over time that better fit your schedule and budget, and pay off any existing past-due balance over time while keeping the power on.

The voluntary PowerPay program offers you a different way to pay for your MLGW service. If you enroll, you may return to traditional billing service after meeting certain requirements, including paying off any Debt Assist balance and paying any applicable deposit.

It is very important that you read and understand this information about how the program works.

To submit your enrollment request, please indicate you have read and understand the following information about PowerPay:

Making Payments
  • With PowerPay, you will not receive a monthly bill.
  • Instead, you deposit money into your PowerPay account by making payments - when you choose, and how much you choose.
  • That’s why the Budget Billing and AutoPay options are not available in PowerPay Service. If you are in a Budget Billing or AutoPay plan they will be cancelled once you complete your PowerPay enrollment. (You may always return to those plans if you choose to leave PowerPay.)
  • The funds in your account are reduced by the cost of the MLGW service you use each day. (The cost will be the same as traditional billing service.)
  • If you allow your account to run out of money, the power can be disconnected as soon as the next business day.
  • After you start PowerPay you can choose to enroll in an automatic payment service called Auto Reload. It will make an automatic payment – in the amount and by the payment method you choose – anytime your Prepaid balance reaches two days before $0.
 
Receiving Notifications
  • You will receive regular notifications with your prepaid account balance.
  • You’ll receive these notices by email (required) and either text message or phone call – as you indicated above.
  • You must be able to receive these notices. We’ll ask you to update your contact information immediately if you make any changes, so you can be sure to receive all notifications.
  • You can also get your PowerPay account balance online or by phone anytime you choose by accessing MLGW’s MyUsage website or mobile application.
 
Restoring Power
  • If your service is disconnected because you ran out of funds, your service can be restored the same day if MLGW receives your payment by 6:00 p.m. Monday through Saturday.
  • You must pay your past due balance plus establish a $5 credit balance for future charges.
  • MLGW will not charge a reconnection fee for customers enrolled in PowerPay.
 
Deferred Balance
Debt Assist
  • When you start PowerPay, MLGW will set aside any amount you owe, from an outstanding balance, or partial month charges we have not yet billed – and put them in a Debt Assist plan that you will be able to pay off over time.
  • (Any amount you owe greater than $600 must be paid before you enroll in PowerPay.)
  • With a Debt Assist Plan, 25% of each new payment you make will be applied to the outstanding balance until it is eliminated, and 75% will go into your PowerPay account balance for future energy use.
  • If you want to make an additional payment to reduce or eliminate your Debt Assist balance, just call to notify MLGW after you make the payment.
 
Requesting an Extension
  • If you need more time to make a payment, you can call MLGW and request a 5-day extension.
  • You can even request an extension if the service has been disconnected. Your service will be restored, and you will receive a 5-day extension.
  • At the end of the extension you must pay the cost of those five days of service to avoid a disconnection.
  • Once you do, you are eligible for another 5-day extension.

PowerPay Terms and Conditions

Overview
  • The Memphis Light, Gas, and Water PowerPay Program is being offered as a permanent program. Under the program:
    • Advance payment is required to maintain gas and electric service.
    • Funds that you prepay into your account are reduced based on an estimate of the cost of energy used each day.
    • You will not receive a bill with an amount due or a due date; instead you will be able to view a monthly statement with a summary of your activities.
    • You will also receive regular notifications with your prepaid account balance and an estimate of the days remaining until your funds run out.
    • If you do not make the necessary payment after your account balance has reached zero, your power will stop.

Extremely Important:
Your service may be disconnected as soon as one business day after your account balance reaches zero (though not outside weekday business hours). Your service will be restored the same day if MLGW receives your payment between Monday and Saturday by 6:00 p.m. that is enough to bring your balance to at least $5, including paying any debt that occurred if you used service after reaching a zero balance. Or, you can call MLGW during business hours and ask to be restored and given a five-day extension of service. You can also request an extension before you are disconnected. Either way, once this extension expires you can avoid disconnection, or get reconnected, only by paying what is owed as described below, or returning to traditional postpay service.

  • You must register your account online at MLGW.COM, provide an active email address, and provide at least one other way to receive program alerts: either text message or phone number for voice messages (see Notifications below).
  • You cannot enroll or remain in PowerPay if you have net energy metering; do not have a smart meter; do not live in the residence where prepaid service will be used; or if anyone in the household has a serious illness or uses life-supporting medical equipment that requires electricity. You must contact MLGW immediately if these conditions occur during the program because you may need to be switched back to postpay service. If MLGW determines you have or have developed the need for a medical certificate you will immediately be switched to postpay service.
  • You cannot enroll in PowerPay if you have an arrearage of more than $600 unless you pay the outstanding balance down to $600 or less.
  • MLGW’s Budget Billing and Autopay services are not offered in the Prepaid Program (though you may enroll in a new service called Auto Reload; see Enrollment and Payments).
  • You must agree if contacted to participate in surveys before and after the program.
  • While in the program, you will not be charged reconnection or late payment fees, or additional security deposits.
  • Prepaid customers can return to postpay service at any time by notifying MLGW.
  • If you return to traditional postpay service during the program, you can only reenroll in PowerPay, following the requirements above, if the program’s enrollment has not closed and if you pay all past-due amounts.
  • After the program ends, you can choose to remain in PowerPay while the program is being evaluated. We will notify you if or when the program ends.
Enrollment and Payments
  • Once you have enrolled and paid at least $40 into your account, you can use any of MLGW’s payment methods, though some payments take longer to post to your account than others (see Payment Methods list).
  • For any payment methods that carry a $1.50 fee, MLGW will reimburse the first one each month.
  • If any payment is returned for insufficient funds, that payment amount will be deducted from your account balance immediately; a “returned items” fee of $15 will be charged to your account as part of the true-up process, as described in the Other Important Information section below. After two returned payments in a 12-month period you may not make further payments by personal check for another 12 months.
  • Current customers with a past-due balance of $600 or less when they enroll in PowerPay may pay the amount due in total after enrolling, or in installments (see Deferred Balance Plan below).
  • After you enroll you can sign up for auto-reload, where any time your account balance shows you have an estimated two days of service remaining, a payment will automatically be made for you in the amount you’ve chosen.
  • If you are applying for new service, MLGW’s application fees apply (see the Consumer Reference Booklet), though no deposits are required for new customers who choose PowerPay service.
Deferred Balance Plan 
  • When you start PowerPay we will take any amount you owe, up to $600 – from an outstanding balance, or partial month charges we have not yet billed – and put them in a Deferred Balance Plan that you will be able to pay off over time. Any amount you owe greater than $600 must be paid before you enroll in PowerPay.
  • With a Deferred Balance Plan, 25% of each new payment you make will be applied to the Deferred Balance until it is eliminated, and 75% will go into your PowerPay account balance for future energy use.
  • Contact MLGW after you make a payment if you want an additional amount to be applied toward your Deferred Balance.
Disconnection, Reconnection of Service
  • You could be disconnected as soon as the next business day after your estimated account balance reaches zero. Note that your actual charges are only calculated once a month, and they could vary from the estimated daily prepaid charges; see the Other Important Information section for more information about this.
  • MLGW will not disconnect service outside regular weekday business hours, or during “extreme weather periods,” which means when temperatures are forecasted to remain below 32 degrees or above 95 degrees on at least one of the next three days.
  • Given the restrictions on when service can be disconnected, your service could continue for a few days after the account has reached a zero balance. If so, we will notify you each day with the amount of this negative balance. To reconnect service you will need to pay any negative balance and bring your account balance to at least $15 (unless you call to ask for a five-day extension or to leave PowerPay service, as noted above).
  • After your service has been disconnected you won’t be charged for any gas or electricity use, but you will still be responsible for other utility charges (such as customer charges, taxes and fees), until your account is closed.
  • Your account will close after your service has been disconnected for 20 business days (or sooner, if you request it) and you will receive a final bill. After that you must reapply for new service, and pay MLGW’s application fee (see the Consumer Reference Booklet).
  • If you want to restart PowerPay, you must pay any negative balance you had, but not any amount in a Deferred Balance plan, which will be reestablished. (If your final bill due date has passed, you must reduce the amount owed to $500 before restarting service.) No new security deposit will be required if you have not received a deposit refund.
  • Customers with a retail supplier would need to contact them to restart their account.
  • If you return to postpay service, any outstanding credit or debit, including a Deferred Balance, will be added to your first bill. Payment arrangements or assistance may be available. 
  • If you ask to stop your MLGW service, MLGW will issue a final bill for any amount due, or a refund check for any remaining credit balance.
Notifications
  • It is your responsibility to maintain your contact methods, and your enrollment in MLGW’s online myAccount service, to receive MLGW’s notifications about account balance and estimated days of service remaining. You can access and review your account information online anytime.
  • Please notify MLGW if any of your contact methods change. You are responsible for any SMS/text message charges.
  • We will notify you when we estimate that your account balance is sufficient for five, three and one days of service. You can go online to add more frequent notifications after you enroll in the program.
  • Once you reach a zero-dollar balance, MLGW will notify you that your service could be disconnected as early as the next business day. You must make sure you can receive the notifications so you can avoid service disconnections.
  • You may select another person to receive a copy of notifications you receive during the program. Let MLGW know how to contact that person when you enroll.
Security Deposits
  • Existing deposits will be refunded to PowerPay customers under similar rules for postpay customers. (See MLGW’s Consumer Reference Guide, page 3, as well as the Prepaid Frequently Asked Questions document for details.)
  • New customers who choose Prepaid service will not be charged a deposit, but could be charged one at MLGW’s discretion if they switch to postpay before 12 months in PowerPay. If so, it would be charged on the first bill, and if more than $50 it may be paid in installments.
Safety and Other Risks of Service Disconnections
  • Loss of gas or electric service can create health or safety risks, especially during extreme weather, and for very young or old residents, those with serious illnesses, or pets. Refrigerated foods and medications can spoil after even brief periods without power.
  • Loss of utility service can be a breach of a rental or housing subsidy contract. Please consult your housing contract before enrolling in MLGW’s PowerPay.
  • To avoid the risk of fire or damage to equipment, we strongly recommend that you unplug any large appliances, remove any flammable materials from heat sources, and unplug any sensitive electronics prior to the service being reestablished.
Assistance Funds
  • Funds from the Maryland Office of Home Energy Programs (OHEP) will be applied first to any Deferred Balance plan, then to your Prepaid account for future service.
  • OHEP EUSP Bill Assistance grants will be added to your prepaid account in 12 equal installments on the same date each month. 
  • OHEP MEAP grants will be added all at once to your account. MLGW will always use OHEP funds first, and then any of your own funds you may have deposited into your account.
  • If you choose PowerPay, you waive your right to obtain a 55-day extension that may be granted when postpay customers apply for OHEP assistance.
Other Important Information
  • If you have chosen a retail supplier for gas or electricity, your choice to enroll in PowerPay will not change your supplier service or contract in any way.
  • Customers with a retail supplier will have their daily Prepaid account balance charged with an estimate as if they were paying MLGW’s default service rate. But each month MLGW will reconcile those charges with the actual charges we receive from your supplier, so you will always end up paying the supplier’s price. See Supplier Customers Fact Sheet for additional important information.
  • As noted above, MLGW will deduct an estimate of charges and fees from your Prepaid balance each day. This will include both the estimated cost of the gas and/or electricity you used, plus a share of your monthly utility charges (such as customer charges, taxes and other fees). Your estimated daily Prepaid charges will be compared with the actual charges that are calculated each month, and any difference will be deducted from or credited to your Prepaid account. A credit will be applied immediately. Any debit (more than $1.00) will be spread over each of the next 30 days. This information will be available for you to see online.
  • If we can’t read your meter we will estimate your usage until the problem is fixed; if this lasts more than 14 days we will switch you back to postpay service. You must allow us access to your meters as a condition of participation in this program. 
  • If any charges transfer to your prepaid account from an old account they will be moved into the Deferred Balance Plan.
  • If MLGW determines you are responsible for fraud or theft charges, we may at our discretion require you to pay those charges in full immediately. You have the right to dispute such charges directly with MLGW, or with the Maryland Public Service Commission.
  • By enrolling in the program, you agree to allow MLGW to share your account and usage information with our Prepaid vendor PayGo Utilities and program evaluator APPRISE (they will not share any personally identifiable information about you with anyone). Please see MLGW’s Privacy Policy for more information.
Changes to These Terms and Conditions

If we ever make changes to these terms and conditions we will let you know, and you can decide whether to stay in the program. Updates will be on our website, at www.mlgw.com.
